This .pnach file was edited to include FMV fix only. As far as I know, it's a partial fix, so FMV videos can still break and not show anything (opening video worked for me, but credits did not). Additionally, you can check out [https://forums.pcsx2.net/Thread-No-interlacing-codes?pid=619111#pid619111 original .pnach file] that includes different options for Silent Hill 3, you can open it with text editor and comment out (with "//" prefix) options you don't want.
