HW hacks were Alpha and Alpha stencil with Preload Data Frame and sprite set to half. Graphics card being a RX 460 and the CPU model was a ryzen 1500x
 
Update: If the above does not help, setting the Clamping Mode option in the VUs menu under Emulation Settings to 'Extra' seems to help a great deal. Note that this issue is compounded by higher internal resolutions under your video plugin setting, so set the clamping mode and then reduce the internal resolution setting until the game runs consistently at full speed.
