I'm getting about 40-45fps in combat.
Using Directx9 GSDX(sse3 version) hardware mode with 8bit textures off.
Ive noticed that if you use VU cycle stealing it will slow it down instead of speed it up.
Also I set my EE Cyclerate to 2 anything higher seems to slow it down for me.
I'm using much lower/outdated hardware than you:
CPU: Intel Core2Duo 2.6Ghz (I can OC to 3.4ish but haven't)
GPU: Evga 8800GT Superclocked Edition
Try enabling MTVU and in GSDX settings play with the rendering threads.
With the disabled framerate you might want to tweak the base framerate adjust, as in lower the percentage.
