Minimum CPU requirement for proper(fullspeed) gameplay in 2.12 stable:

Triple core Phenom II @ ~3.6/Core 2 Quad Q9xxx at 3.5ghz or more

Very minor FPS drops to 58.5 with these setups on some stages, MTVU1 is a must, with everything else at default.
