Test configurations on Windows:

Environment Configurations Comments Tester
Region OS CPU/GPU Revision Graphics Sound/Pad
NTSC-U Windows 8.1 Pro
  • AMD Athlon II X4 630 2.80 GHz
  • Sapphire Radeon HD 7950 3GB
1.2.1 r511 GSdx SSE2 20140818023333
  • SPU2-X 20140818023333
  • LilyPad Scp r5875
• DX11 Software required for 60FPS

Using DX11 Hardware results in the game running at around 40FPS, while using DX11 Software results in a constant 60FPS. I tried many different options to get DX11 HW to run at 60FPS but nothing helped.
