By setting the EE Cycle Rate to ''300%'' and the EE Cycle Skip to ''Mild'', you will be able to run the game nearly always at 60 frames.
 
Oddly enough, the showroom where you view your car is the heaviest scene, and you will struggle to reach that framerate there (tested on an 8700K with an RTX 2080). The game is 'heavy', and makes thorough use of your hardware, especially with this setup since it works harder to output more frames. The result cannot be denied though, it's notably smoother.
 
Note: don't linger at the PRESS START menu after the intro FMVs. It will murder your CPU/GPU for no reason at all, with both at 100%.
