BIOS: USA v02.30, Preset: 3 (Balanced), Manual game fixes: VU XGkick Hack. Goes ingame and runs perfectly stable at full speed. There are numerous visual glitches. With my settings, I managed to make it bearable but there are still some small glitches, like some lights/sun being visible through walls or the muzzle flashes looking pixelated. Also, when increasing the internal resolution, there are visible white lines around the main menu text. This can be fixed by fiddling with the sprite hacks but doing that breaks the ingame crosshair. So I would suggest either playing on native resolution or bearing with the glitchy text. I have played the first couple of levels so far and didn't encounter any other issues. See my video here.
