The game can be run at full speed without using speedhacks. This is a 2D game, so a low end pc should be able to run the game except for the world map where it is in 3D. 92.90.21.5

•This game is one of the least demanding games for PCSX2 to emulate. It will run well on many machines that can't play other games. The world map is much more demanding, but the amount of time spent there is under a minute per vist. On my current rig, all parts run well above full speed.

•Using resolutions above native will cause lines in the sprites. The "Sprite" and "WildArmsOffset" GSdx HW hacks may remedy the problem.
