This happened in towns mostly for no apparent reason, but this does not seem to occur when playing the game on PCSX2. The original Dreamcast version didn't suffer from these slowdowns either, so it's likely something that went wrong during the port to PS2 that caused the game to be too demanding for the regular Playstation 2 console.
